How open to scrutiny the okaying of the proposed legislation was, and perhaps how interested lawmakers are in this piece of legal drafting, can be gauged from the fact that of the 342 members of the house, only 30 members were present.  Now that it has been passed by the lower house of parliament, it is still not free from controversy.While Talking to Dr Moeed Pirzada Asad Jamal is an advocate of high courts human rights activists argued against Section 34 on the power to manage information systems, which He said gives the Pakistan Telecommunications Authority the power to block any website it deems is carrying  objectionable or offensive  content. He criticized the legislative structures that are in his opinion not working in the right direction. He said that there are no legislative bodies around the world that function or pass bills without appropriate relevant research on the matter.
